“Senate Majority Leader Bill Frist says an immigration reform bill will be on the Senate floor later this month, forcing debate on the issue of a guest worker program that has divided Republicans and put President Bush at odds with some congressional colleagues.

Frist’s intent to move forward on the powerful election-year issue came despite lack of progress in the committee writing the bill. The Judiciary Committee hasn’t decided how to create a temporary worker program that does not open the door to amnesty for the nation’s 11 million illegal immigrants.”
