“Federal charges fell last week on two former Chattanooga police officers for shaking down Hispanic drivers. Frank Goodwyn and Odell Draper both confessed to stopping one driver last October, stealing 400 dollars and splitting it. The investigation showed as many as seven or eight victims. NewsChannel 9 visited the Hispanic communities in south Chattanooga. “
