“New Police Chief Dan Oates told the City Council on Monday night of changes he is making, including promoting an African-American and Latino to the top ranks for the first time in the department’s 57-year history.

Lt. Roy Minter 45, an African-American with 24 years in law enforcement, will become the department’s first commander and be in charge of the city’s busiest district. Lt. Jack DaLuz, 58, a Latino with 14 years on Aurora’s force, will become a captain in charge of the technical services bureau.”
