“The fight over the General Plan Initiative took another twist Monday as three Latino residents of Monterey County filed a federal lawsuit challenging its validity because initiative materials weren’t circulated in Spanish.
Joaquin Avila, a voting-rights attorney who has waged previous legal battles with Monterey County governments over judicial elections, supervisor districts and legislative districts, said he will seek a court order to block the initiative from the June ballot.”
