“The state trooper hired recently as the first Hispanic liaison for the state Highway Patrol says he wants to change the bad image Spanish-speaking immigrants hold of law enforcement.

“They either try to bribe you because that’s what’s done over there, or they expect you to mistreat them or be mean to them,” said Trooper Jorge Brewer, a native of Puerto Rico.”
