“Facing a proposal for nearly 400 new condominiums and town homes, Pilsen residents are debating whether the development would help or drive out low-income families in the predominantly Mexican neighborhood on the Near Southwest Side.
The developers, who include former Secretary of Housing and Urban Development Henry Cisneros, say that 21 percent of the units will be priced below market value, giving longtime Pilsen renters a shot at homeownership….”
