“Police and community leaders say the number of homicides among Latinos in Oakland and San Francisco is rising dramatically due to changing demographics and a spike in gang violence.
Twice as many Latinos were slain in Oakland last year than in 2004, and in San Francisco, the number of Latino murder victims grew by 50 percent. The problem has largely taken police by surprise because they’ve been focused on the more prevalent problem of homicides among blacks….”
