“The best schools in the city tend to be located in affluent neighborhoods and have predominantly white student populations. The worst schools tend to be in poor neighborhoods and have predominantly black and Latino student populations.

This is alarming for a host of reasons in a school system where black and Latino children make up 72 percent of the population. In general, black and Latino children are at a disadvantage from the start, robbed of resources and a fair and equal education, beginning with a lack of access to pre-K education….”
