“Behind the gates of Ciudad Modelo lies an oasis of prosperity in this jobless town of 25,000 in north central Dominican Republic.

There, in the Model City, the new rich of Tenares are building cream-colored stucco homes with tomato-red tiled roofs, grand porticos and ornate wrought iron fences. Running water and around-the-clock electricity are among other luxuries unavailable to any of their neighbors. Guards with machine guns stand at the security gates….”
