“It is no secret that the Spanish-speaking population in Wheeling has been growing in recent years, but there has been no formal system to help those people acclimate to life in the United States.

That is why Wheeling Elementary School District 21 officials have been working with Wheeling Park District officials over the past two years to try to support these families, and the foundation of what organizers hope will be a sturdy partnership is beginning to take shape”
