“The U.S. Census Bureau’s 2004 American Community Survey estimates that 200,681 people in South Carolina speak a language other than English at home. Of the state’s Spanish-speaking community, 61,034 speak English “less than very well,” the survey said. According to South Carolina Budget and Control Board, 2,619 of Anderson County’s 154,711 residents speak Spanish and 1,552 of Oconee County’s 62,175 residents speak Spanish.

“For very good reasons, South Carolina is becoming a Mecca for Hispanics,” Mr. Garcia said. “The Hispanics moving into the area are not coming from their native countries, for the most part. They are coming from Texas and California because they hear that in South Carolina, there are plenty of jobs and they can live a relatively quiet lifestyle. They can come in and provide for their families and find a lifestyle that they can embrace.”"
