“”Many people are finding the process a bit complicated,” said Hilario López, a Salinas resident and president of Alianza LUDA, an organization of Mexicans living in the United States. “You have to pay $8 to request your ballot through certified mail, and this is the first time this is going to happen. Most people are used to voting directly at the ballot box, not through mail.”

A month after Mexico’s Federal Electoral Institute issued 2 million forms for requesting an absentee ballot, it has received fewer than 1,000 forms, the Mexican press reported. Would-be voters need to mail their request directly to the electoral offices in Mexico, so there’s no way for local officials to know how many from Monterey County have requested their ballots.”

Please note some (many) sites require registration. Many times it is free.
