“The three are in a pilot project, trying to become fluent in Spanish in a year. Disappointed by efforts to recruit all the bilingual officers they need, police officials hope the program will help the department grow its own Spanish-speakers.

Having fluent Spanish speakers is vital in a city now nearly 12 percent Hispanic, Mercer said.”
