“Martha Vozos, an internal policy analyst with the Division of Protection and Permanency, said she has seen cases of very young Hispanic children who are being removed from their homes just as they are developing language skills. “These babies are learning English, so when they go back to parents who speak only Spanish, we’ve created a language barrier,” she said.
There now are 12 Hispanic children in Fayette County in out-of-home care. That’s double the number at the end of June. Because the ultimate goal of foster care is to return children to birth parents, Vozos said, culture and language are important concerns.”
