“PASADENA -”” City Manager Cynthia Kurtz has hiredJulie Gutierrez to be her chief of staff, pleasing Latino activistswho had urged her to hire more Latinos for top city positions.

Kurtz also has convened an advisory group composed largely of Latino and African-American activists to make recommendations on how the city can improve its record on minority hiring.”
