“From 1990 to 2000, the Hispanic population in Montgomery increased from 55,684 to 100,604, according to Census data. Hispanics now make up more than 11 percent of the county’s residents and more than 17 percent of its public school students.

Although Montgomery’s public schools have historically been ranked among the nation’s best, a wave of Spanish-speaking immigrants has posed stiff and costly challenges. One of the most pressing, school officials said, is the need to narrow a gap in academic performance between non-Hispanic white and Asian students — who as a group score higher on standardized tests — and their black and Hispanic peers.”
