A Spanish translator at his side, he announced the city’s Hablamos Español, (We Speak Spanish) initiative. The gist: City Hall will have an increasingly bilingual staff, and most forms and literatureeverything from birth and death certificates to pamphlets on HIV, taxes and yard-waste collectionare now available in Spanish.”
