VALPARAISO | In 1990, the U.S. Census reported there were 346 people of Hispanic origin living in Valparaiso. But missionaries at Immanuel Lutheran Church felt there were more and anticipated there would be growing numbers in the coming years.

In 1995, missionaries invited Spanish-speaker Jose Tomas Angon-Reyes, a native of Oaxaca who had relocated to Valparaiso, to join the church and study to become a pastor. The church aimed to cater to the needs of the Hispanic community.
