His two-year-old sister and a woman in the SUV were taken to a hospital with serious injuries after colliding with a car at the intersection of University Avenue and Henry Street.
Police think one of the vehicles ignored traffic lights, but they say a language barrier is slowing down the investigation. Neither child in the SUV was in a safety seat.
