Migrant workers fill important need

In February, the 27-year-old took what has become an annual three-day bus trip from Mexico to James City County. He is one of a growing number of Hispanic workers filling low-paying jobs in the Williamsburg area that employers say they can’t fill locally. Ramirez Torres is an H-2B worker, meaning he’s in a federal program that allows temporary international workers to come to the U.S. The work - usually seasonal - has to last less than one year, and the employer has to prove to the government that he or she couldn’t fill the need with local workers. This year Ford’s Colony has 40 H-2B workers mowing the grass and maintaining the irrigation system at the course. All are from Mexico.
