Texas’ growing Hispanic population creates an inviting target for scam artists, state Attorney General Greg Abbott and others said Wednesday to open a two-day conference designed to protect vulnerable families from rip-off schemes.

Recent immigrants and others unfamiliar with proper banking and health practices are prime targets for fraudulent claims that play on fear, hope and desperation. The exaggerated claims usually sound too good to be true.
