Rep. Luis Gutierrez says he is lucky to live in Illinois, a state that allows illegal immigrants to pay in-state tuition at its state colleges. The Chicago Democrat thinks New Jersey should do the same, and he visited Newark on Tuesday to call on Latino and immigrant advocates to make it an issue in the gubernatorial race.
