Hector Barreto is the nation’s most powerful advocate for small businesses. A former small-business owner himself-he started a financial services firm in Los Angeles-and a campaign surrogate for George W. Bush with the Hispanic community in the 2000 campaign, Barreto was appointed to head the Small Business Administration in 2001. His task there has been to do more with less, as the money allocated in the federal budget for SBA has been dwindling since President Bush took office. SBA’s budget was $900 million in 2001, and this year Barreto will have to fund all of SBA’s programs- loan guarantees, training, counseling, and government contract procurement for small businesses-with $611.2 million. The White House wants to cut that in 2006 to $593 million.
